東の海（イーストブルー）の端に位置する、フーシャ村。村の少年、モンキー・Ｄ・ルフィは、悪魔の実を食べたことによって体がゴムのように伸びる、ゴム人間になってしまった！偉大なる海賊シャンクスと出会い、ルフィは自らも海賊になること夢見る。そんなルフィにシャンクスは海での再会を約束し、自分の麦わら帽子を預けて出航していった。それから10年後。成長したルフィは、揺るがぬ夢を抱えたまま、１人大海原へ漕ぎ出す。「海賊王に、おれはなる!!!」そう高らかに宣言した。
